Russian government simplifies procurement of medical devices in the face of sanctions

A Decree* dated 6 March 2022 allows healthcare organisations to procure significantly more medical equipment, consumables for this equipment and technical means for the rehabilitation of disabled people under a simplified scheme (i.e. an electronic request for quotations).

The maximum initial contract price permitted for applying to this scheme has been increased from RUB 3m to RUB 50m (from EUR 23,727 to EUR 395,446). Furthermore, the permitted annual volume of medical-device procurement under this procedure has been increased from RUB 100m to RUB 750m (from EUR 790,892 to EUR 5.9m).

The Ministry of Health, together with the Federal Treasury and Roszdravnadzor, were also instructed to organise the monitoring of prices for these medical devices and inform the government monthly on results.

These measures are expected to significantly reduce the timeframe for the purchase of required medical devices. Meanwhile, common price controls of the three regulators will discourage overpricing.
