Turkey announces new YEKA Wind Energy Power Plant Competitions

The Ministry of Energy and Natural Resources ("Ministry") has announced the details of the new competitions for wind energy power plants for the allocation of Renewable Energy Sources Areas (Yenilenebilir Enerji Kaynak Alanları, YEKA) and connection capacities. According to the ministry, competitions will be held for 42 connection areas in order to allocate a connection capacity of 2000 MWe.

Only legal entities established as limited liability companies or joint stock companies according to the Turkish Commercial Code can participate in the tenders. Financial adequacy and experience are not mandatory for application, but certain conditions and documents are set out in the specifications (şartnameler). The specifications can be obtained from the Ministry's website, which can be found here. The application fee for each competition is TRY 2,000 (bank transfer information can be found here).

In order to participate in each tender, applicants must submit a letter of guarantee valid for one (1) year, which may be fully or partially converted into cash, in the amount of TRY 500,000 for established electrical power units in megawatts. In the event that the competition is won, the winner must provide a letter of guarantee valid for ten (10) years, which may be fully or partially converted into cash, in the amount of TRY 1 million for established electrical power units in megawatts.

The maximum purchase price of electrical energy for each tender is TRY 0.45/kWh (EUR 0.044/kWh). The electric energy purchase period is the time during which the first 35 MW of electric energy produced for each MW value is fed into the distribution system.
