Ukraine adopts licensing conditions for gambling

On 30 December 2020, the Ukrainian government published new licensing conditions covering the main types of gambling activities including land-based gaming (i.e., casinos), online gaming, betting, gaming (slot) machines, and online poker. These Licensing Conditions took effect immediately upon their publication on 30 December 2020.

Adoption of the Licensing Conditions is the next step towards the launch of the Ukrainian gambling market, which was re-legalised after the adoption of the new Gambling Law in July 2020. Companies interested in starting gambling business in Ukraine are now able to apply to the regulator (i.e., the Regulatory Commission on Gambling and Lotteries) for gambling licences.

The Licensing Conditions outline the detailed regulations and procedures for licensing, and include, among other things, requirements regarding the documents that should be submitted by applicants, the regulator's procedure for considering applications, licensing requirements for operators, etc.
