Turkey launches next renewable energy 1,000 MWe solar YEKA project

On 3 July 2020, the Ministry of Energy and Natural Resources (MENR) announced details of 74 solar energy tenders planned for the renewable energy resource areas (Yenilenebilir Enerji Kaynak Alanları, YEKA).

The aim of the YEKA is the creation of large-scale (1,000 MWe) renewable-energy resource sites on both state-owned and private properties dedicated to the effective and efficient use of renewable energy resources. Tender winners will make renewable energy investments of 1,000 MWe of installed power in exchange for a limited-time purchase guarantee by the state for the electricity generated there. The state and the investor will also sign a YEKA Usage Right Agreement through which the state will purchase electricity for a fixed tariff, thus eliminating the threat of price escalation.

The 1,000-MWe connection-capacity tenders will be allocated as YEKA (3) solar tenders for energy power plants. These 74 tenders will be made up of 34 tenders with 10 MWe capacity, 28 tenders with 15 MWe capacity and 12 with 20 MWe capacity.

Only legal entities established as limited liability companies or joint stock companies in accordance with the Turkish Commercial Code can participate in the tenders. Financial adequateness and experience are not mandatory for application, but certain conditions and documents are stipulated in the tender specifications (ihale şartnameleri) with separate specifications for each tender. Applications must be delivered by hand to MENR and the fee of specification for each tender is TRY 2,000 (with bank transfer information found here). Payments of the specifications must be made in TRY (foreign currency is not accepted) and bank receipts must be emailed to [email protected].

To participate in each tender, applicants must provide a letter of guarantee valid for one year, which can be converted into cash completely or in part, for TRY 3.5 million for 10 MWe capacity tenders, TRY 5.5 million for 15 MWe capacity tenders and TRY 7 million for 20 MWe capacity tenders. These guarantees must be submitted to MENR in the application phase.

Each tender winner must proffer a letter of guarantee valid for ten years, which can be converted into cash completely or in part in the amount of TRY 7 million for a 10 MWe capacity tender, TRY 11 million for a 15 MWe capacity tender and TRY 14 million for a 20 MWe capacity tender. Guarantees must be submitted to MENR at least one day before the signing of the agreements.

The electric energy maximum purchase price for every tender is TRY 0.30/kWh (EUR 0.039/kWh). The electric energy purchase time is 15 years starting from the agreement's signature date.
The due dates for applications will be between 19 and 23 October 2020 with details on the location, date and times of the tenders to be announced later on the MENR website.
