Bulgaria

On 12 June 2020, the Bulgarian parliament passed a bill amending the VAT rates for certain goods and services as a temporary measure in response to the COVID-19 pandemic. The amendments were promulgated in the State Gazette on 19 June 2020.

The reduced rates are scheduled to be in force between 1 July 2020 and 31 December 2021.

The standard 20% VAT rate was reduced to 9% for the following:

  • accommodation provided by hotels and similar enterprises;
  • books and textbooks (paper and electronic), but excluding advertising publications or those made up primarily of video or audio content;
  • services provided by restaurants or catering companies except for alcoholic beverages;
  • food for babies and small children;
  • baby diapers and similar hygiene products for babies.
