China releases new measures on ingredients and functions of health food

China's State Administration for Market Regulation (SAMR) released the Administrative Measures for the Catalogue of Ingredients and the Catalogue of Health Functions of Health Food on 20 August 2019, which will come into effect on 1 October 2019.

The Catalogue of Ingredients lists the name, dosage and effects of the specified health food ingredients. Health food products using any of these listed ingredients are subject to a recording regime before they can be legally marketed.

The Catalogue of the Health Functions lists health functions that are permitted based on clear evaluation methods and judgement criteria. Only listed health functions can be claimed by health food products. The SAMR, National Health Commission and National Administration of Traditional Chinese Medicine collaboratively manage the catalogues.

The Measures specify the qualification requirements, unqualified conditions, entrance procedures, re-evaluations and exit mechanisms for the ingredients and functions listed in the corresponding catalogues. Any individual or entity can propose suggestions for ingredients or functions to be included or suggest adjustments to the catalogues (with the support of scientific research).

In this way, the Measures open a door for the public to recommend qualified ingredients and functions for inclusion in the catalogues. This presents a good opportunity for any health food manufacturer who seeks to include his product's ingredients or health functions into the catalogues.
