New reporting templates for gambling operators effective October 2018

The Romanian National Office for Gambling (“NOG”) recently issued new template statements for the monthly revenue reporting obligations applicable to gambling operators. The new templates must be used starting from October 2018 for revenues obtained in September 2018. The forms must be submitted by the 10th of each month for the preceding month.

By comparison to the existing reporting templates, the new standard forms are substantially more complex. The main changes include the following:

  • he statement for revenues generated by videogame operators will now also refer to revenues generated by lottery operators;
  • the statement for revenues generated by poker festivals is now treated separately from poker club activities;
  • a separate model was introduced for revenues generated by raffle gambling operators;
  • the statement for revenues generated by online gambling operators is significantly more detailed and complex.

For online gambling, the new template reporting form introduces a distinct section on bonuses. Consequently, by the 10th of each month, online gambling operators will now have to provide information regarding the total bonuses granted, cancelled or expired in the declared month and regarding the total bonuses utilised and lost by the players in the reference month.

The changes come shortly after the appointment of a new President of the NOG and may reflect an increased level of scrutiny by the gambling regulator into how revenues for gambling are constituted and reported.
