EC White Paper on Environmental Liability

Adopted on 9th February 2000, the White Paper is a consultation document on a future Community regime on avoiding environmental damage. The paper gives background information explaining the aim of environmental liability and presents a blueprint for a future policy. Liability for biodiversity is covered by the Paper, in addition to harm to human health and the environment. The Paper also calls for enhanced access to justice in environmental damage cases, in line with the Aarhus Convention. A Community framework directive on environmental liability is presented as the appropriate option for implementing the regime. Interested parties are invited to comment until 1July 2000.
