Proposed media mergers: CC sends issues letter

The Competition Commission (CC) sent an issues letter on the 24th January 2000 to the main parties in its inquiry into the mergers between Newsquest/Newscom, Johnston Press/Trinity Mirror/Newscom. It is due to be made public to allow interested parties to raise any further points. The CC is expected to submit its report to Stephen Byers, the Secretary of State for Trade and Industry, on the 13th March 2000.

The CC is considering several issues in relation to whether any matters may be expected to operate against the public interest, including:

(a) the reasons for the proposed mergers and how they would be financed and managed,

(b) the financial position of the merged group,

(c) whether any merger would lead to the closure of existing titles or the launch of new ones,

(d) the effect on concentration of ownership of the press, and the implications of increased concentrations for readers, advertisers, competition and the diversity of the press nationally and in particular regions

(e) in the event that the merger was considered to be against the public interest, what conditions might be attached to the transfer to prevent this.
