The contaminated land regime is due to comeinto force from 1 April
2000 even though thefinal regulations and statutory guidance
havenot been agreed yet.
Each House of Parliament for England,Scotland and
Wales will be making its ownregulations, although they are expected
to beidentical. The current status for each Houseis as follows:
England - A consultation paper was issued
inOctober 1999 by the Department ofEnvironment, Transport and the
Regionscontaining draft regulations as well as draftstatutory
guidance. No further consultationpaper is expected and the DETR
areconfident they will make the 1 April deadline.
Scotland - The Scottish Executive issued
itsconsultation paper in November 1999containing draft regulations
and statutoryguidance, both of which matched the Englishversion
almost word-for-word. No furtherconsultation paper is expected and
the1 April target should be met.
Wales - There has been no consultationpaper
issued yet for Wales, although one hasbeen promised for early
February which willbe identical to the English and Scottish
versions.A shorter consultation period is planned inorder that the
1 April deadline can still be met.
