UK: Waste management planning

Published on 14 September 1999, the new “Planning Policy Guidance Note 10: Planning and Waste Management (PPG 10)” will help waste planning authorities to plan for new facilities that will meet the requirements of the EU Landfill Directive (99/31/EC). PPG 10 provides a framework for waste planning authorities to provide updated waste management facilities, situated according to best land-use planning. More sustainable waste management is essential for environmental protection and the new PPG10 provides for stronger regional arrangements where waste planning authorities can no longer consider the needs of their own areas in isolation. Modern waste management solutions may require facilities serving areas which cross local authority or even regional boundaries. PPG 10 also permits local authorities to restrict disposal or incineration capacity where they are confident alternatives will become available.
