EU: End of life vehicles

The European Council has adopted a Common Position on the proposed Directive on end-of-life vehicles which is yet to be published in the Official Journal. The Common Position aims to achieve re-use/recycling of total end-of-life vehicles (ELV) by 2006, a slightly relaxed target than the original proposed legislation. The text also provides that by 2006, 85% of vehicle components must be re-usable or made from recyclable material. Take-back obligations for new vehicles would apply from 1 January 2001. The car industry has voiced strong opposition to the proposed Directive, with the European Automobile Manufacturers Association claiming that the Directive contravenes the basic principles of European law.
