New legislation: Goods - Classification, packaging and labelling of dangerous preparations

The European Parliament and the Council have adopted a Directive for the harmonisation of national rules concerning the classification, packaging and labelling of dangerous preparations. The Directive ensures protection for the general public and in particular persons who come into contact with dangerous preparations in the course of their work or in the pursuant of a hobby, protection for consumers and for the environment.

The Directive applies to preparations which contain certain levels of dangerous substances (as specified in the Directive) and which are considered dangerous in view of physico-chemical properties, properties affecting health and environmental properties. Some preparations which are not classified as dangerous within the meaning of the Directive will also have to comply with special labelling provisions because they may nevertheless present a danger to the user. The Directive provides for specific requirements for construction, materials and safety of packaging. It also lists the information which has to be marked on any package. In case of distance selling of any dangerous preparation, advertisement must make mention of the type of hazard indicated on the label. Member States will have to implement the Directive before 30 July 2002. (OJ L200 30.07.99)
