Employers to arrange for foreign staff to receive measles vaccination

In accordance with the recent Decree of the Chief State Sanitary Doctor of the Russian Federation*, employers must arrange, by 31 December 2019, measles vaccinations for their foreign employees who have not had measles and have not been vaccinated or have been vaccinated but cannot provide information on such vaccination.

In connection with this requirement, employers should take the following measures:

  • issue an order for the vaccination to be carried out and notify their foreign employees in writing of the need to be vaccinated;
  • arrange for and keep a written record of vaccinations; and
  • obtain from foreign employees who have had measles or have measles vaccinations duly certified documents proving this.

Foreign employees who do not consent to vaccinations must submit written refusals to employers. If an employee, who is working in a sector where vaccination is mandatory, refuses to be vaccinated, the employer must suspend him in the manner prescribed by employment legislation. Employers may be held administratively liable for violating legislation enacted to ensure the health, disease control and well-being of the population. Violators can be fined up to RUB 20,000 (EUR 272) or their business activity suspended for up to ninety days.
