Bulgaria launches national website on workers' postings

A single national website in Bulgaria on workers' postings (in the framework of the provision of services) went online in March 2019.

Operated by the Bulgarian General Labour Inspectorate Executive Agency under the Ministry of Labour and Social Policy, the website provides information to foreign employers, temporary work agencies and workers and employees regarding employment postings in Bulgaria. The website includes the following information:

• General labour mobility rules and requirements;
• Overview of the working conditions in Bulgaria;
• Composition and protection of the minimum wage;
• Applicable employment legislation;
• Collective bargaining agreements at sectoral and national levels;
• Online register with a user manual for submission of posting declarations;
• List of legal definitions relevant to posting procedures;
• Administrative penalties if the legal requirements for posting employees have not been met; and
• A simple tool to check the status of a posting.

One of the key features of the website is the online register for posting declarations for workers and employees. To access this service, users should register online. Their registration must then be approved by the system in order to gain access to the postings register.

Organisations will be able to submit posting declarations directly, even from abroad, both in English and Bulgarian. Part of the information to be completed in a posting declaration is the identification of a local contact person, who will represent the organisation in Bulgaria if the General Labour Inspectorate Executive Agency has questions or needs further documentation about a given case.

Since 1 April 2019, workers postings can only be filed electronically via the website. It is expected that the website and the online register will facilitate postings for workers and employees in Bulgaria and make it easier for foreign employers to submit posting information.

The website can be accessed at https://postedworkers.gli.government.bg and is available in both English and Bulgarian.
