Ukraine extends import ban on Russia goods

On 23 December 2017, Resolution of the Cabinet Ministers of Ukraine came into force in Ukraine, which extends an import ban on Russian goods for another year.

Resolution No. 1022 of the Cabinet of Ministers of Ukraine dated 20 December 2017 On adoption the amendments to Resolution No. 1147 of the Cabinet of Ministers of Ukraine dated 30 December 2015 On prohibition the Russia-origin goods importation into the customs area of Ukraine (the “Resolution”) prevents goods of Russian origin from entering the customs territory of the Ukraine until 31 December 2018 inclusive.

The ban is expected to be lifted on 1 January 2019 or when the Russian Federation ends its prohibition on importing goods of Ukrainian origin.

The list of the Russia-origin goods prohibited for import into Ukraine includes inter alia:

• meat, fish and shell fish;
• dairy and bakery products;
• tea and coffee;
• caramel, chocolate and confectionery products without cacao;
• pasta products;
• beer, vodka and spirits;
• filter cigarettes; and
• insecticides, fungicides, herbicides etc.

Newly added goods to the prohibition list include:

• ammonium sulphate;
• a mixture of ammonium nitrate with calcium carbonate or with other non-fertilizer non-organic substances;
• polyethylene with the relative density ≥0,94; and
• polyvinylchloride, not diluted with other substances.

The aim of the Resolution is to protect Ukrainian national interests, strengthen public policy, and offer a response to the Russian Federation’s ban on the import of Ukrainian products.
