Romania: Liberalisation of the energy market

As of 1 January 2018, the electricity market for household consumers in Romania became fully liberalised and the price for electricity is now freely negotiated between consumers and suppliers. Consumers have the option to return to the universal service market at anytime, even if they have previously agreed to obtain electricity via a competitive regime. However, the price of electricity in the liberalised market is expected to be lower than in the regulated segment since the universal service market is a safety market.

The Romanian Energy Regulator (“ANRE”) will only endorse the final tariffs for consumers who have not changed their suppliers. For the first half of 2018, ANRE has approved tariffs on average 0.34% lower than the previous semester. Since the purchase price of electricity is only one component of the final price, ANRE will continue to regulate tariffs for transportation, distribution and system services, which are set annually.
