Ukraine: Online licence applications introduced

On 23 August 2016, the Cabinet of Ministers of Ukraine adopted a resolution (the “Resolution”) introducing electronic licence application forms (“eAFs”) as part of the Ukrainian regulatory licence application procedures.

eAFs will now be available alongside the traditional paper licence application forms as an alternative option when applying for regulatory licences. eAFs will be as legally valid as forms submitted in hard copy.

Applicants who wish to use eAFs are required to register themselves with the unified state online portal for administrative services (the “Portal”), which is available at this link. eAFs, together with supporting documents in PDF format, can only be submitted via the Portal. eAFs, together with supporting documents, have to be certified with the applicant’s personal digital electronic signature.

The licencing authorities will assess eAFs according to the same procedure and within the same time frame as paper form licence applications. Upon completing their assessment of the relevant eAFs, the licensing authority will communicate its decision (certified with an electronic digital signature) by email to the e-mail address of the applicant given on the Portal.

eAFs will be available for licence applications in two months, following the official publication of the Resolution.

It is expected that the official introduction of eAFs will significantly facilitate doing business in the Ukraine as the licencing procedures will become more effective and transparent for businesses.
